What Is PUFAC?
The Unified Permit for Filming and Audiovisual Productions in Cartagena de Indias (PUFAC) is a mechanism designed to regulate and coordinate the administrative procedures inherent to cinematographic and audiovisual activities in the city. Its implementation aims to simplify bureaucratic processes, reduce production time and costs, promote the development of the local audiovisual industry, and facilitate the arrival of national and international productions.
Application Process and Timelines
The public space application process includes four stages:

The producer / company must request authorization to use public space (including a site plan and required legal documentation).

The Public Space and Mobility Authority reviews the request and notifies the applicant of the applicable fee.

The producer / company completes payment and submits the permit and insurance policy.
4
The Public Space and Mobility Authority issues the resolution authorizing use of the space. Average processing time: 10 calendar days.
Costs and Exemptions
The cost for the use of public space is assessed on a case-by-case basis by the Public Space and Mobility Authority. For government institutions and non-profit organizations, the process is free of charge.
