Inaugurated in 1911 as a commemorative work for the First Centennial of Independence from the Spanish Crown. The design is by Luis Felipe Jaspe, inspired by the Tacón Theater in Havana and the Reina Emma Theater in Curaçao. It has been closed since 1970 due to deterioration. Renamed in honor of a famous Caribbean composer and musician, it reopened its doors in 1998 after the restoration of the Cartagena architect Alberto Samudio Trallero and incorporating works by Enrique Grau with the collaboration of Jorge Ortiz for the ceiling and the backdrop.
