Also known as the Crespo submerged tunnel, it is the first road project in Colombia to be built in a marine environment. The work, inaugurated in 2015, protects the area from the erosive forces of the sea while helping to improve traffic by linking Avenida Santander with Vía al Mar and reducing the connection time between the northern area and the rest of the city. 

To build the tunnel, a 2.5 km-long marginal wall with seven breakwaters or spurs was erected.

A total of 1.2 million cubic meters of sand fill was required to create new beaches for anti-erosion purposes, as part of the roadway corridor within the macro-project, which also included the construction of the Crespo linear park.
