The José Manuel Rodríguez Torices Educational Institution - INEM was founded in the 70's, graduating its first graduating class in 1976. It is one of the most traditional and popular schools in the city. Its more than 5,000 students make it one of the largest academic institutions in Cartagena. It offers primary and secondary education, technical and academic high school, and adult education.
In 2025, a project is announced with an investment of 20,000 million pesos to rebuild the school's facilities, some of whose infrastructure, such as common areas, bathrooms, etc., are deteriorated. The educational facilities are open in the morning, afternoon and evening.
