Launched in 2000 as a solution to ease traffic congestion and promote urban development, the project gained momentum around 2004, with the goal of connecting the Olympic Village for the 2006 Central American and Caribbean Games. The road begins in the Ciénaga de la Virgen and has an extension of 3.8 kilometers. It is an unfinished project, as the road was conceived to reach the El Pozón neighborhood with a total length of 15.2 kilometers, so that it would connect the La Cordialidad road with the Vía del Mar, a project that is currently being taken up again with the construction of a new section called Autopista Verde (Green Highway).

The route along the perimeter road offers views of popular neighborhoods with infrastructure and housing, mostly low one- or two-story houses. The route also crosses bodies of water and wooded areas, but most of it runs alongside an area with special problems of poverty and precariousness in the city.
